Every box, and what measures it

This is the four-layer model the whole platform is built on. The chart is the first surface that makes it spatial instead of a menu: the layer is where the box sits, not a setting somebody chose.
These receive numbers rather than produce them, so they hold no metric pack and are not drawn in the tree above.
Drawn on the chart this stops being a line in a table and becomes half the boxes greyed out — including all of Accounting & Finance, all of Corporate Governance, all of Corporate Management, and three of IT’s four. It is the reason to build this screen before re-cutting the packs rather than after.
- 13 of 23 departments on this chart have no metric pack. Our thirteen packs were drawn against ten departments, before the December 2025 chart existed — those boxes are empty because nothing measures them, not because nothing happens in them.
- 2 boxes share a pack with a sibling rather than owning one: Credit Risk, Debt Collection Operations. Their numbers are the shared pack's, not that box's own.
- 3 divisions carry no headcount — Accounting & Finance, Corporate Governance, Operations. The PDF holds three unplaced numbers (222, 15, 5) and guessing which belongs where would put a figure under R-S-16 suppression that nobody at ACF wrote. Q-46.
- The company box carries no score. 28 of 140 metrics can be scored, and a single number over that would be the most confident-looking thing on the chart and the least supported — the same refusal /bsc and the Main dashboard make.
- Shading is COVERAGE, not performance. A dark box is measured; whether it is doing well is the score inside it.
- 10 governance bodies sit beside the management line and hold no metric pack — they receive numbers rather than produce them. Internal Audit reports outside the line entirely.
