Tell me when this moves
A watch is a standing “notify me at” level with a notify list. It is not a target and not a KRI band: a KRI’s bands come from a Decision (376/2024, 08/2026) and a watch cannot shadow them. Setting a watch writes nothing to the registry, which is the difference between this page and the thing R-G-10 forbids.
