A division scorecard is not new metrics. It is a weighted selection from the department packs beneath it — which is why every row below links to the pack it came from, and why the arithmetic is on the page rather than in a spreadsheet nobody can open.

Read the middle column before the score. 44 of this division's metrics have no agreed target, so they contribute nothing and the score rests on 23% of the intended weight once the unscorable metrics inside each contributing department are counted too.
