A division scorecard is not new metrics. It is a weighted selection from the department packs beneath it — which is why every row below links to the pack it came from, and why the arithmetic is on the page rather than in a spreadsheet nobody can open.

Read the middle column before the score. 0 of this division's metrics have no agreed target, so they contribute nothing and the score rests on 0% of the intended weight once the unscorable metrics inside each contributing department are counted too. A scorecard that silently drops what it cannot measure reports a flattering number. Targets arrive with DEC-02 and T-01; until then this figure is directional.
Weights are drawn on the nodes because they are the only thing that actually determines a score. A cascade without them is an org chart.
