The source is Excel on a local drive (R-D-14). CSV is the honest door — and it carries an automation commitment date, without which self-serve upload is just a faster spreadsheet.

Two roles, two people, enforced at step 1 of the wizard. A project where both resolve to one person is refused — that is the Sep-2026 defect (a sales KPI owned by IT) closed at the door.
R-G-11 · AUTOMATION COMMITMENT
CSV-fed metrics are capped at 🔴 Manual certification and must carry the date they become an API push: 31 Mar 2027. Without that date, self-serve upload is just a faster spreadsheet — and tier is earned by reconciliation (R-D-08), never by which door the data came through.
