A starter copies its widgets into your board — after that they are yours. Whatever you pick, the board is scoped to you: it can only ever show what Vu Tuan Minh (CEO) is already entitled to see.

WHO CAN OPEN IT

This setting says who may open the board. It does not say what they see: every widget is re-checked against the reader’s own scope when it renders (A-52). Who may publish org-wide is Q-23 — our recommendation is that it is a governed act, because an org-wide board becomes canonical in practice whatever the label says.
